Stephen M. Ringquist was appointed by Governor Tim Pawlenty to the Minnesota Center for
Rural Policy and development and was the lead Director in administering the Rural Wind Energy Grant
Program throughout the State of Minnesota and is familiar with CBED projects as well as
other green energy projects.
